Tbilisi has plenty of open space, but the city's pet infrastructure is still limited. There are few dedicated dog parks, and in many public areas you may encounter broken glass, trash, or stray dogs. Not every place is ready to welcome visitors with pets, and violations can result in fines. That's why it's important to know where and how to walk your dog safely.
At the same time, finding clear and accessible legal information is not always easy. Some rules are written into national legislation, others come from decisions made by the Tbilisi Sakrebulo (Tbilisi City Council), and some are left to the discretion of inspectors. We've gathered the key points we were able to verify through official sources and local media.
📌 What the Law Says
Identification
Dogs must be registered and identifiable. In Tbilisi, accepted forms of identification include a microchip, tattoo, or ear tag, as well as a collar with the owner's contact details. Georgia is also gradually introducing a unified national animal identification system, where microchips are considered the primary option.
Leash and Muzzle
- In parks, squares, and other public spaces, dogs are generally expected to be kept on a leash.
- Potentially dangerous or aggressive dogs may be required to wear a muzzle.
- Walking a dog without a leash or muzzle in public areas can result in a fine.
Cleaning Up After Your Dog
Owners are required to clean up after their dogs in public spaces.

The owner is responsible for any harm caused by their dog to people, other animals, or property.
💸 Fines and Liability
- Walking without a leash or muzzle — 150 GEL; repeated violations within one year can lead to fines of up to 300 GEL.
- An aggressive dog without a muzzle may result in a fine of up to 500 GEL.
- Failing to clean up after a dog — administrative penalty, usually around 100 GEL.
- Dog bites or property damage can lead to administrative or civil liability, including court proceedings.
